Do Kwon, the founder of Terraform Labs and the architect of the failed TerraUSD stablecoin, has been at the center of a global legal saga. His arrest in Montenegro in March 2023 sparked a fierce battle between the United States and South Korea for his extradition.  

Background: The Rise and Fall of TerraUSD

Do Kwon, a South Korean national, rose to prominence with the creation of TerraUSD (UST), an algorithmic stablecoin pegged to the US dollar. UST gained significant traction in the cryptocurrency market, attracting billions of dollars in investments. However, in May 2022, the Terra ecosystem collapsed, wiping out billions of dollars in investor wealth and sending shockwaves through the crypto world.  

The Legal Fallout

The collapse of TerraUSD triggered investigations in multiple countries, including the United States and South Korea. Both countries sought Do Kwon’s extradition after his arrest in Montenegro. The US Department of Justice indicted Kwon on eight counts of wire fraud, securities fraud, and commodities fraud, alleging that he and others orchestrated a scheme to defraud investors.

The Montenegrin court initially ruled in favor of extraditing Kwon to the US, citing the US’s earlier extradition request. However, the decision was overturned by an appeals court, which ordered a new hearing.
